The Zambia Diaspora Chamber of Commerce (ZDCC) has taken a decisive step toward fostering economic transformation by submitting a Memorandum of Understanding (MoU) to three key government ministries—the Ministry of Foreign Affairs and International Cooperation (MOFAIC), the Ministry of Commerce, Trade, and Industry, and the Ministry of Small and Medium Enterprises Development.
This milestone initiative follows the highly successful International Business Exchange (IBEx) 2025 Hybrid Conference, held at Taj Pamodzi Hotel in Lusaka, where over 100 participants, including government officials, stakeholders, and business leaders, gathered to chart a new course for Zambia’s economic development.
With a bold vision to mobilize $1 billion in diaspora-led investments by 2030, ZDCC’s proposed MoU seeks to establish a formalized working relationship between the Zambian government and the diaspora business community, ensuring structured collaboration in trade, investment, policy advocacy, and enterprise development.
Strategic Focus of the MoU
The submitted MoU outlines key areas of cooperation, aimed at leveraging Zambia’s diaspora as a powerful economic catalyst to accelerate national development. These areas include:
1. Diaspora Investment Facilitation
- Streamlining processes for Zambians abroad to invest in real estate, fintech, agribusiness, renewable energy, and infrastructure projects.
- Establishing the Zambia Diaspora Trust Fund (ZDTF) as a financing vehicle to support SMEs and large-scale investment projects.
- Encouraging franchising, trade partnerships, and business incubation programs between diaspora investors and local enterprises.
2. Policy and Institutional Reforms
- Advocating for diaspora voting rights, recognizing Zambians abroad as the de facto 11th province, enabling their participation in national governance and economic policies.
- Supporting the simplification of business registration for diaspora investors by removing bureaucratic hurdles and reducing upfront costs.
- Aligning trade policies to maximize Zambia’s benefits under the African Growth and Opportunity Act (AGOA) for enhanced export opportunities to the United States.
3. Economic Growth and Business Expansion
- Introduction of American Football in Zambia to drive sports tourism and replicate the economic impact of the Kansas City Chiefs’ success in the U.S.
- Launching the Zambia International Ethnic & Business Festival (ZIEBF) to promote cultural exchange, trade, and tourism investment.
- Strengthening Zambia’s 24-hour economy framework through business-friendly policies, efficient services, and digital transformation initiatives.
4. Infrastructure Development and Energy Investment
- Expanding renewable energy solutions, including off-grid solar electrification projects to power rural communities and industrial zones.
- Modernizing transportation and airline travel by reducing layover times for international investors traveling to Lusaka, ensuring efficiency and ease of doing business.
5. Strategic Global Partnerships
- Facilitating trade missions and investment roadshows to key markets such as the U.S., UK, Nigeria, South Africa, and Ghana.
- Encouraging financial institutions such as Zanaco, Standard Chartered, and Citibank to develop tailored banking products for diaspora investors.
- Supporting Zambia’s participation in IBEx 2026 in Kansas City, aligning with the FIFA World Cup to attract foreign investment.
Waiting for Ministerial Endorsement to Accelerate Implementation
ZDCC is now awaiting a formal response from the three ministries, as one of them is expected to take the lead in advancing this partnership. Once an endorsement is received, the chamber will move aggressively into the implementation phase, ensuring rapid progress in investment mobilization, business facilitation, and policy collaboration.
To support the MoU’s objectives, a Service Level Agreement (SLA) or additional Memorandum of Understanding (MoU) will be developed with the respective ministry, defining clear roles, responsibilities, and implementation strategies.
IBEx 2025 Success and Next Steps
During IBEx 2025, participants engaged in high-level business deals, franchising agreements, and collaborative ventures. With support from sponsors like Bigtree Zambia, attendees enjoyed lunch, snacks, and branded gifts as they explored trade and investment opportunities.
ZDCC remains committed to ensuring that the momentum generated at IBEx 2025 translates into real, measurable progress. The chamber encourages government ministries, stakeholders, and private sector players to join hands in actualizing Zambia’s economic potential through diaspora engagement.
Conclusion: The Call for a Collective Effort
As Zambia embarks on this ambitious $1 billion diaspora investment drive, the role of government, businesses, and global partners cannot be overstated. ZDCC urges all ministries and stakeholders to actively engage in this initiative, providing the necessary incentives, legal frameworks, and policy support to create an investor-friendly Zambia.
With Zambia at the cusp of a diaspora-driven economic revolution, this MoU marks the beginning of a new chapter in trade, investment, and wealth creation—one that promises jobs, innovation, and sustainable prosperity for generations to come.
